Royalty Forms

Oil Sands Reporting Calendar

Oil Sands Division (OSD) has developed a reporting calendar  that encompasses OSR (Project and non-Project) reporting timelines for the following:

  • Monthly and annual royalty reporting and payment deadlines.
  • Annual forecast reporting.
  • Oil Sands Monthly Royalty Rates, published Bank of Canada long term bond rates and Bitumen Valuation Methodology (BVM) component publication.
  • CARE quarterly and annual reporting deadlines.

The purpose of the calendar is to provide a quick reference to Oil Sands filing deadline information.  Please note that inadvertent omissions of OSD deadlines (from the calendar) do not constitute acceptable reasons for non-compliance with filing deadlines.

Note: The calendar has incorporated filing deadlines that fall on weekends and / or holidays by moving the affected deadlines to the next first business day.

Royalty Project Application Forms

Project Application: Lessees who have, or are pursuing, an oil sands project may apply for royalty treatment under the provisions of the Oil Sands Royalty Regulation, 2009. Projects that do not make an application under the Regulation and are not covered by an existing individual agreement or the Experimental Oil Sands Royalty Regulation will be subject to conventional royalty rates under the Petroleum Royalty Regulation.

Non-Project Well Royalty Reporting Forms (NPR)

Previously Conventional Oil Sands Royalty Reporting Forms (PSR)

Effective February 1, 2013, this section will be renamed Non-Project Well Royalty Submission (NPR).  Please refer to IB 2012-13 for the new royalty reporting process for non-project wells.  Starting February 1, 2013, all NPR submissions have to be reported either in the xml file format or in the excel alternative.

Oil Sands Project Royalty Reporting Forms (OSR & CSR)

Sections 38 and 39 of the Regulation set out the parameters for the reporting required of projects approved under the Regulation.

Reminder: Sample figures are provided in the pdf version. Fields open for user entry are indicated in blue. Fields protected from entry are indicated in black; these formulas should not be changed. Queries regarding these forms can be sent to Oil Sands Royalty Reporting.

For all Oil Sands Royalty Projects other than Transitional Agreements (OSR Projects, excluding Transitional OSR):

Statement of Crown Royalty Inventory Volumes

One-time only filing for applicable Oil Sands Royalty (OSR) Projects due January 31, 2009.

Identify volumes of oil sands products that have crossed the Royalty Calculation Point (RCP) but were not disposed of as of December 31, 2008 (i.e., volumes where royalty has not been paid). Includes volumes used as line fill and in tankage.

Any amendments to CARE reports for the Periods 2011 to 2014 must be completed using the files below.

Oil Sands Division (OSD) has re-designed the CARE forms format.  Rather than individual files for each form type, an Excel workbook has been designed for CARE - Costs, Project and Revenue reporting which encompasses all the forms respectively.
